Introduction

An unscheduled/scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: At the time of this inspection three of the criminal record clearance letters had expired. Licensee has informed that she will attend the Licensing office next week to complete the authorizations for criminal record clearances for renewal. Criminal record clearances will need to be renewed every 5 years.
Corrective Action(s): Ensure current criminal record clearance letters are on file for all individuals living in the home over the age of twelve.

STAFFING: 12160 - CCLR s.20(1) - The licensee must not permit a person over the age of 12 to be ordinarily present on the premises of a community care facility while children are present, unless the person is of good character and the licensee has obtained a criminal record check for that person.
Observation: At the time of this inspection authorization for a criminal record clearance is needed for one individual over the age of 12 living in the home. Licensee advised she will attend the Licensing office next week to complete the authorization for criminal record clearance.
Corrective Action(s): Ensure criminal record clearances are completed and current for each person living in the home over the age of 12 years.

STAFFING: 12180 - CCLR s.22(2)(a) - A licensee must ensure that each employee (a) is trained in the implementation of the fire drill system and emergency plan described in subsection (1), including the use of any equipment noted in the fire drill system and emergency plan.
Observation: At the time of this inspection the fire extinguisher equipment was noted as needing to be checked. Fire extinguishers should be checked yearly.
Corrective Action(s): Ensure all equipment utilized for emergencies is checked to ensure effectiveness.

Comments

At the inspection dated March 12, 2020 there were 3 children and 1 staff (Licensee/Manager) present. . At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.
Outside Gate
As discussed it is recommended that the gate latch be moved up higher or relocated to the outside of the gate to ensure children are not able to access. This was also discussed at the last routine inspection. Licensee advised she will have this completed.
Health and Hygiene
Discussed ensuring that appropriate hygiene practices are modelled for children in care and that children are instructed in hygiene practices.

Due to tablet not being fully charged and cord not available this inspection report and risk assessment was mailed. The findings in this report was reviewed at the time of this inspection and a follow-up email was sent on March 12 2020.
