Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DoLSoP). All care categories were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: The following was observed:
- nap blankets and mats were observed touching each other located in one crib.
- a number of toys and materials were stored inside one of the bathrooms. It was discussed that the bathroom needs to be accessible for children in care if needed. It was also discussed that children's toys should not be stored in a working bathroom.
Corrective Action(s): Ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11230 - CCLR s.47 - A licensee must ensure that any heated water accessible to children is heated to no more than 49° Celsius.
Observation: The hot water was observed greater than 49 degrees Celsius. The Manager said she will turn off the hot water.
Corrective Action(s): Ensure that the hot water is heated to no more than 49 degrees Celsius.

STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: 3 of 4 employee records reviewed did not have a criminal record check addressed to the facility.
Corrective Action(s): Ensure that each person employed has a criminal record check obtained through the criminal record review program.

STAFFING: 12090 - CCLR s.19(1)(f) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (f) evidence that the person has complied with the Province's immunization and tuberculosis control programs.
Observation: 3 of 4 employee files reviewed did not contain immunization status
Corrective Action(s): Ensure that each person employed has a record of immunization status.

CARE AND/OR SUPERVISION: 14030 - CCLR s.34(2)(b) - Without limiting subsection (1), a licensee must ensure that (b) the ratio of employees to children attending a community care facility is no less than that permitted in Schedule E.
Observation: At todays inspection there was an Infant toddler educator, Early childhood educator assistant and a responsible adult present. It was discussed the qualifications required.
Corrective Action(s): Ensure the ratio is no less than schedule E.

Summary of Inspection
At the inspection dated February 6, 2024 there were 6 children, 3 staff, and another person present. At this inspection the above noted contraventions were identified. The Manager will take action to bring the facility into compliance and provide a written response to the Licensing Officer. The Licensing Officer will review the response. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy is provided.

The following education/recommendations were provided:
· Promoting Active Play in the program
This inspection was written off site and a copy was provided to the Manager.
