Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). In response to the current Covid 19 pandemic this inspection focused on the following areas:
-Physical Facility
-Health and Hygiene
-Records and Reporting

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: During the inspection the following was observed in the facility and accessible to children:
-plastic bags under the sink
Corrective Action(s): Please ensure a healthy and safe environment is provided at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: During the inspection the following was observed in the facility and accessible to children:
-a multi purpose cleaner that has, "keep out of reach of children" written on the bottle
Corrective Action(s): Please ensure children do not have acess to any object or substance that is hazardous to their health and safety.

STAFFING: 12210 - CCLR s.23(1)(a) - A licensee must ensure that children have at all times immediate access to an employee who (a) holds a valid first aid and CPR certificate, provided on completion of a course that meets the requirements of Schedule C.
Observation: During the inspection the staff records were reviewed. One staff member/Director, who was the sole employee at the facility during the inspection, had an expired first aid certificate from December 2019. In discussion with the staff member she stated she has already taken the first aid course. The staff member showed documentation of her payment and stated she took the first aid course in December. The certificate was not present at the facility as she has not received it..
Corrective Action(s): Please ensure all staff have a valid first aid certificate to ensure children have access to an employee who can provide first aid or CPR in an emergency.

RECORDS AND REPORTING: 19160 - CCLR s.57(2)(i) - A licensee must keep, for each child, a record showing the following information: (i) a photograph or digital image of the child, and other information that can be used to readily identify the child in an emergency.
Observation: Licensing reviewed the children's pictures at the inspection. The children's pictures were taken when they were very young. The two children present during the inspection are currently over three years old.
Corrective Action(s): Please ensure the children's pictures are current so they are able to be used to readily identify a child in an emergency.

Comments

At the inspection dated April 24, 2020 there were 2 children, and the staff/Director was present. At this inspection the above noted contraventions were identified. Please ensure that the above noted contraventions are corrected. As part of this Routine Inspection a Facility Risk Assessment Tool is completed and a copy was sent to the Director.

The following was reviewed/discussed with the Director:

· Information sent out to the Director regarding the following: sanitization/disinfection, social distancing, hand washing and health and wellness policy.
· The coronavirus COVID-19 public health guidance for child care settings

The following resource was given to the Director:

· Resource Package for Child Care facilities COVID-19 prevention

The inspection findings were reviewed with the Director at the inspection. The inspection report and the risk assessment were completed at the Burnaby Health Protection office. The report was written in .5 hours and this is included in the report. A copy of these documents were sent to the Director
