Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act(CCALA) and the Child Care Licensing Regulations(CCLR) and the relevant Director of Licensing Standards of practice (DOLSOP).

Contraventions

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11010 - CCLR s.13(1) - A licensee must ensure that a healthy and safe environment is provided at all times while children are under the supervision of employees.
Observation: DLSOP Safe Play Space – Two small climbers were located over wood decking, and one partially over concrete, with no resilient surfacing.
-Licensing observed two play kitchens in the toddler outdoor play area which were cracked with sharp edges available to children while they were playing.
- Licensing observed a play kitchen that was unanchored, tip over onto a child during the inspection.
-Licensing observed an unsecured fire extinguisher stored on top of cubbies in the Dahlia classroom, this poses a risk if a child pulls on this, or if someone bumps into the cubbies.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: Licensing observed:
-one toilet in the Dahlia room was unavailable for use, and was taped shut.
-Toilet brush, and one plunger was accessible to children in 3 classroom bathrooms.
-Licensing observed storage of items such as chairs, boots, and other items next to the toilets in the bathroom preventing effective sanitization practice.
-Large wall chips exposing drywall to children in the Rose, Dahlia, Apple, Daisy, And Poppy Classrooms.(This is a repeat observation)
-trim was coming away from the wall in the Rose room, and in the poppy room. (This is a repeat observation)
-Soil build-up was observed in the Poppy classroom, along the edge of the wall.(This is a repeat observation)
-
Corrective Action(s): Please ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: Licensing observed a large cracked window accessible to children in the Rose room. A large board was placed in front of the crack and was secured on one side. Staff moved a shelf in front of the board during the inspection to prevent children access to the board, and window.
The Manager said this crack happened a while ago and the Licensee had put in a work requisition with the Landlord, however it has not yet been replaced.
The manager said they will provide a plan for the window to be replaced by July 5, 2023.

Comments

Summary of Inspection:
During today’s inspection, there were 54 children, 15 staff and the manager present. At this inspection the above noted contraventions were identified. Licensee is required to submit a corrective action plan to address the contraventions.
As part of this Routine Inspection, a Facility Risk Assessment Tool is completed and a copy was provided to the facility along with this report.
The Risk Assessment includes any non-compliance identified during the routine inspection and a 3 year ‘historical’ review of the facility’s compliance and operation and is used to determine inspection frequency.

The following education/recommendations were provided:
· Licensing provided education to the manager about creating systems for training and orientation of new staff, and ongoing training provisions for staff working in the program.
· Discussed the amount of toys and the removal of toys and equipment that are broken and in need of replacing.
· Outdoor checklist for ensuring regular checks for safety concerns.
Staff certifications were not posted at the front corridor at the time of the inspection due to recent painting that had been done. Some staff certificates were posted in classrooms, and others were located on the front desk, and will be posted back on the wall in the coming days.
· Care Plans were discussed, and education was provided to the manager about creating care plans for children who may require additional support.
