Observation: Raw eggs, sprouts and uncooked ramen noodles stored in undercounter cooler in the front area between 7 and 10C.
Correction: Monitor temperature after adjusting dial and relocate food to cooler operating under 4C if temperature does not drop.
Comments

Undercounter fridge in the bar area has been repaired and is reading 4C.
Bleach sanitizer available in the front.
Recommend using test strips to verify each time a batch of sanitizer is made.
Ceiling panels have been reinstalled in the back.
