Introduction

An unscheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child Care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP). All areas of the facility were inspected for compliance.

Observed Violations
PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11020 - CCLR s.13(2) - A licensee must ensure that the community care facility and the furniture, equipment and fixtures within it are clean and in good repair while children are in attendance.
Observation: At the time of this inspection, Licensee advised that some repair to the electrical wiring is needed. Three of the five plug ins are not working and two light switches are not working. Concern is for potential for faulty wiring. Licensee is not using the plug ins or light switches at this time and in addition to ensuring plug in covers are in place, the licensee has taped over the plugins to prevent children from accessing. To further ensure safety, the light switches should also be secured to prevent turning on and off.This is a temporary fix and licensee will have the electrical wiring checked by someone qualified and have it repaired.
Corrective Action(s): Ensure areas to which children have access is made safe.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11090 - CCLR s.15(1)(b) - A licensee must supply equipment, furniture and supplies that are (b) located so as not to block or hamper an exit in the case of fire or other emergency.
Observation: At the time of this inspection, the area in front of the nap room had items placed which would interfere would a clear path to the exits should evacuation be needed.
Corrective Action(s): Ensure clear egress leading to fire exits is maintained at all times.

PHYSICAL FACILITY, EQUIPMENT AND FURNISHINGS: 11200 - CCLR s.17 - A licensee must ensure that children do not have access to any object or substance that may be hazardous to the health or safety of a child.
Observation: At the time of this inspection, some gardening tools were accessible to children in care located in the outdoor play area.
Corrective Action(s): Ensure all items not intended for children's use is made inaccessible.

CARE AND/OR SUPERVISION: 14060 - CCLR s.39(1) - A licensee must ensure that children are supervised at all times by a person who is an educator, an assistant or a responsible adult.
Observation: At the time of this inspection, upon arrival, 5 children and the Licensee were outside in the outdoor play area. One child was inside napping. A baby monitor or similar device was not available. Licensee stated that she would be able to hear the child from the outdoor play area. Refer to the comment section of this report regarding supervision practices.
Corrective Action(s): Ensure supervision at all times children are in care.

RECORDS AND REPORTING: 19130 - CCLR s.57(2)(g) - A licensee must keep, for each child, a record showing the following information: (g) any notification of a parent, emergency contact or medical health officer made under section 55 [notification of illness or injury].
Observation: A review of the minor incident log did not indicate how parents were notified. Licensee advised that parents are verbally notified, however, this information was not documented to provide a record of notification. It was also discussed that where first aid was applied that this information should also be included in the log. It is noted that this was previously discussed at the previous inspection.
Corrective Action(s): Ensure evidence of notification to parents of any injury to a child while under the Licensee's care and supervision is documented.

Comments

At the inspection dated September 26, 2019 there were 6 children and 1 staff present. At this inspection the above noted contraventions were identified. Actions required by the licensee and actions required the LO included here. As part of this Routine Inspection a Facility Risk Assessment Tool will be completed and mailed or provided at a follow-up inspection.

Supervision Practices
It was discussed that supervision for all children must be maintained at all times children are in care. The Licensee advised that she would be able to provide audible supervision from outside to the napping child who was inside. Licensing discussed that due to potential noise level and potential distractions during outdoor play, that potential exists for the Licensee to not hear the napping child. For example, if the Licensee was at the far end of the yard engaged with the children. In addition, at the time of this inspection, the Licensee and group of children entered the home through the front entrance from the backyard play area which would not permit audible supevision of the nap room during this time. Supervision practices were discussed regarding maintaining the group of children together during transition times - for example, during outdoor play.

First Aid
Licensee has renewed First Aid on November 3, 2018, however, was unable to obtain the new recertification. Licensee to contact the issuing agency to obtain a copy for record purposes.

Outdoor Play Area
Licensee advised she will be topping up the resilent surfacing in the outdoor play area on Saturday, September 28, 2019.
