Introduction

A scheduled routine inspection was conducted to assess compliance with the Community Care and Assisted Living Act (CCALA), the Child care Licensing Regulations (CCLR) and the relevant Director of Licensing Standards of Practice (DLSP).
Risk screening was conducted prior to the inspection.
The following areas were reviewed for compliance:
- Licensing
- Staffing
- Physical Facility
- Care and supervision
- Hygiene practices
- Program
- Child emergency records
- Reporting
- Care plans/medication

Current Inspection - Items reviewed comply with the Act, regulations & standards of practice except for those noted on supplementary pages.

Observed Violations
STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviwed files for staff on site at inspection and observed that 2 of the staff did not have site specific criminal record checks in place from the Criminal Record Review Program. Manager stated that one (with RCMP check) had been applied for and the other would be shared once the CRRP had updated some information for the facility. These staff had been employed since the beginning of March. None of these staff work alone with the children. All other staff had clearances on file.
Corrective Action(s): Please ensure that in the future, staff do not begin employment until all screening has been completed as per Section 19 of the Child Care Licensing Regulations.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the annual evacuation drill had not been recorded for 2019. Manager stated that the earthquake drill had been completed but forgoten to record.
Corrective Action(s): Please ensure all records are completed and accurate.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed the following:
- Individual hand towels for the children in the washroom that were hanging on the wall in both programs
- Playpens used for napping were all touching in the nap room
Corrective Action(s): Please ensure that single use towels are used for hand drying during the Covid-19 pandemic to mitigate the risk of cross contamination.
Please ensure that there is enough space between each playpen to ensure that children can not touch each other and for staff to be able to access each child safely in an emergency. Licensing recommends practicing social distancing in the nap room where possible.

Comments

Summary of Inspection

At today’s inspection there were 3 children and 2 staff present in the Group Child Care (under 36 month) program (GCC <36) and 4 children and 3 staff in the Group Child Care (30 months to school age) program (GCC 30-sa) 1 staff was a practicum student. The Manager was working as part of ratio.

Licensing reviewed the facility’s COVID-19 prevention strategies and noted the following:
- Health and safety system in place in response to Pandemic which includes, but not limited to:
- Sanitizing of all touchable surfaces as per Provincial Health Officer guidelines
- Limiting parent and visitor contact to the foyer area with required hygiene practices
- Cleaning of toys on a daily basis and removal of all soft toys to limit contamination
- Regular hand washing for all children and staff
- Cleaning checklists in place and emergency supplies complete for evacuation

At this inspection the above noted contraventions were identified.
Licensee is required to submit a corrective action plan to address the contravention/s
Licensing will review the corrective action plan
As part of this Routine Inspection, a Facility Risk Assessment Tool was completed and a copy was provided.

The following education/recommendations were provided through discussion:
- Requirements of staffing exemption requests - discussed current approval and barriers for near future
- Active Play promotion in safe spaces - can no longer use the playground but green space is available for gross motor development
- Removal of the office space for the GCC(30-sa) room as this takes away the usable play space that is required for capacity.

Facility has been receiving Licensing Officer’s emails.
