STAFFING: 12040 - CCLR s.19(1)(a) - A licensee must not employ a person in a community care facility unless the licensee or, in the case of a person who is not the manager, the manager has first met with the person and obtained all of the following: (a) a criminal record check for the person.
Observation: Licensing reviwed files for staff on site at inspection and observed that 2 of the staff did not have site specific criminal record checks in place from the Criminal Record Review Program. Manager stated that one (with RCMP check) had been applied for and the other would be shared once the CRRP had updated some information for the facility. These staff had been employed since the beginning of March. None of these staff work alone with the children. All other staff had clearances on file.
Corrective Action(s): Please ensure that in the future, staff do not begin employment until all screening has been completed as per Section 19 of the Child Care Licensing Regulations.

POLICIES AND PROCEDURES: 13050 - CCLR s.56(1)(c) - A licensee must keep current records of each of the following: (c) a record respecting compliance with section 22 (2) (b) and (c) [emergency training and equipment].
Observation: Licensing observed that the annual evacuation drill had not been recorded for 2019. Manager stated that the earthquake drill had been completed but forgoten to record.
Corrective Action(s): Please ensure all records are completed and accurate.

HYGIENE AND COMMUNICABLE DISEASE: 15030 - CCLR s.46(1) - A licensee must establish a program to instruct children in, and to practise the rules of, health and hygiene.
Observation: Licensing observed the following:
- Individual hand towels for the children in the washroom that were hanging on the wall in both programs
- Playpens used for napping were all touching in the nap room
Corrective Action(s): Please ensure that single use towels are used for hand drying during the Covid-19 pandemic to mitigate the risk of cross contamination.
Please ensure that there is enough space between each playpen to ensure that children can not touch each other and for staff to be able to access each child safely in an emergency. Licensing recommends practicing social distancing in the nap room where possible.
